This should work:

 gst-launch-0.10 filesrc location=foo.mp3 ! typefind ! mp3parse ! ffdec_mp3 !
audioconvert ! audioresample ! alsasink

But in any case, don't use ffdec_mp3, use mad or flump3dec, as Rene already
said.
