This is not a GStreamer bug.

You need to install the libmpeg2 package for your distro and also the package
that contains the development header files for libmpeg2 (usually this has a
-dev or -devel suffix).

On debian/ubuntu, this would be:

  $ sudo apt-get install libmpeg2-4 libmpeg2-4-dev

If you're using some other distro, the required packages might be called
differently.

You might want to look into finding gst-plugins-ugly packages for your
distribution though - they are almost certainly available somewhere (since
installing GStreamer things from source can be a bit tricky and if you already
run into a problem with configure, you're probably going to run into other
problems as well such as prefix issues etc.).
