Given the error message, I guess you're using the xine-lib backend. You'll need
to file a bug against xine-lib following the instructions at:
http://www.gnome.org/projects/totem/#bugs

In the meanwhile, I'll pass on this bug onto GStreamer.

Pitfdll might be able to use the DLL supplied in Microsoft's bundle. For a
download link, see:
http://forum.doom9.org/showthread.php?t=111633
To file a bug against pitfdll, go to:
http://sourceforge.net/projects/pitfdll/

There's samples at:
http://www1.mplayerhq.hu/MPlayer/samples/V-codecs/WVC1/

gstreamer-ffmpeg can probably handle it (badly) too, given this MPlayer commit:
http://lists.mplayerhq.hu/pipermail/mplayer-cvslog/2006-October/027126.html

Passing this on to gst-ffmpeg as it lives in GNOME bugzilla as well.
