It actually is fine. rtph263ppay can also payload plain H263 encoded data.
ffdec_h263 is actually both an H263 and H263+ decoder as the latter is a
superset of the former.

There should be a colorspace converter before the encoder, though.

        * tools/gst-launch.1.in:
        Add colorspace to example pipeline. Fixes #458274.
