Should be fixed now. I tried to fix up config.h.in from the changes in the
already-existing config.h as good as possible, but it might need some more work
(please only change the .in file in future):

Automatically generate win32/common/config.h via configure (this
ensures the win32 version of config.h is up-to-date when a release
is made, #433373). config.h.in file might need some more work.
