Was unsuccessful in getting any clarification on this issue as well. Tried both
repeatedly poking people on IRC and sending a request to the mailing list in
January [0].

Still don't really know how it's supposed to work, or why the translation
project thinks we're still in 0.9.x versions, but I don't think committing a
new translation interfers with the way the translation project works anyway, so
I've committed it:
