This is not a bug in this case. Your pipeline is faulty. Try something like:

 gst-launch-0.10 filesrc location=foo.mp3 ! mp3parse ! udpsink host=...

or

 gst-launch-0.10 filesrc location=foo.mp3 ! decodebin ! audioconvert !
audioresample ! lame ! udpsink host=...
