It seems like the candidate branch of mingw32's libiberty provides
gettimeofday(), where as the current branch doesn't.
To check this, grab the gcc-core package in the current branch of mingw, and
the binutils package in the candidate branch, extract libiberty from each one
of those packages (it seems like libiberty moved from gcc-core to binutils) and
check the symbols.
