The rtp h263 depayloader doesn't read the I flag from the h263 header (which is
set by the payloader).

It should be read, in order to set the GST_BUFFER_FLAG_DELTA_UNIT accordingly
on the outgoing buffer. Not setting it causes issues with h263 decoders.
