Currently there is no way to disable building of the modplug plugin. This can
be a problem if building with a cross toolchain that has no C++ support, as the
HAVE_CXX value will be taken from the host system and all your C++ will be
built for the wrong arch.
This is in some ways an autoconf bug, but it would be nice if it was possible
to disable building of the modplug plugin from configure.
