What about sinks that do not have per-stream volume control? The application
should use it's own in this case, right?

With the current design, only PulseAudio will allow remote volume control.

What about manipulating application volume without PulseAudio? I would suggest
an interface for that kind of remote control, but I can hear you saying "to a
dbus guy, everything is a dbus pb"...:)
