yes, I intended to have both as blockers :( Now marked the other as blocker. I
initially thought it wouldn't be this urgent, but realized while posting this
bug that if we don't get the consistency checker in for the upcoming release it
would be delayed for all other modules (which is where that consistency checker
should be used).
