It might make sense to put this into the JPEG plugin. If you don't want that
for some reason it would be better to have the parser in gst-plugins-bad for
now to give it some further testing, etc :)

Apart from that it would be nice if the srcpad caps would include the
width/height of the JPEG images, this would address bug #503616 and would be
good idea in general.
