The idea is to only mark a bug as RESOLVED|FIXED if it is fixed in git and
would work fine with a clean checkout, not if you managed to work around it
locally :)

I fixed it a bit differently, hope it works for you as well:

    Make sure config.h is only included once

    Fixes build problem on win32 (#585075).
