As discussed on gst-devel, I'm creating a jpegparse element.  It parses a
continuous MJPEG stream into single-frame JPEG buffers, much like
h264videoparse.  It will be based on the depacketization code in jpegdec.

Give me a week or so to do this, since I'm tied up with other stuff right now.
