+++ This bug was initially created as a clone of Bug #615996 +++

We should localise gst-arch.m4 usage, so we can be sure we're checking for the
right thing (we want target_cpu presumably, and the way we seem to infer target
ABI from the CPU type seems a bit dodgy at first glance.
