    vp8dec: Set GstBaseVideoDecoder::packetized to TRUE as soon as possible

    This fixes an infinite loop if an EOS event is received before
    GstBaseVideoDecoder::start() is called, e.g. immediately when the
    pads are activated.

    Fixes bug #626815.
