I was wondering if it's possible to do same for vp8.
There is VPX_FRAME_IS_DROPPABLE : vpx_encoder.h . So make be just write 0byte
frame market as DROPPABLE. And correct en/decoder to handle 0byte DROPPABLE
frames.
