Currently the GstEncoding{Profile|Target} can only be saved/loaded from a
specific file location.

We need a system which:
* allows to load targets from well known system-wide/user-local paths (like the
presets)
* have a file naming scheme for storing targets (<category>-<name>.profile
perhaps?)
* allow user-local targets/profiles to override/extend the system-wide ones
* allows users to override/extend the system-wide target/profiles and have them
saved locally
* make it easy to list all targets for a certain category or for all categories
* make it easy to search for profiles based on names
