Those are easy; below g_get_user_data_dir()

The missing part is where to put plugins. Most installations have a
$HOME/.local
and e.g. g_get_user_data_dir() would then return $HOME/.local/share. But there
is nothing that would return $HOME/.local/lib especially taking multi-arch
considerations and network mounted homedirs into account.
