log good behaviour 0.10.17

version 0.10.17 (patched with functionality for this) was fine; whenever
sps/pps was encountered and the config-interval was set; the sps/pps parameters
were sent at timeout.

currently, the timeout expires, rtph264pay detects it; but does not insert the
sps/pps parameters.

Annoying with streams that only send nal7/8 at the beginning of the stream :-/
