We should either fix this in our local copy (which one will take precedence if
there's on in common/m4 and a system installed one?), or WONTFIX/DUPLICATE it
and up the requirement.

autoconf 2.60 was released on 26-Jun-2006 according to
http://ftp.gnu.org/gnu/autoconf/, so it doesn't seem completely unreasonable to
up the requirement to 2.60, especially given that we already require newer
versions of other tools (gettext).
