Basic patch implementing driver fetched time stamps

We needed to improve the accuracy of the timestamps applied on the buffers in
gstbaseaudiosrc by actually fetching the timestamp data from the driver. I have
implemented the basic functionality for this (see patch) and need comments to
get it in a shape that it can be pushed to GStreamer repos.
