/Users/gnomeuser/Projects/bockbuild/profiles/banshee/build-root/_install/libexec/gstreamer-0.10/gst-plugin-scanner

${prefix}/libexec/gstreamer-0.10/gst-plugin-scanner is executable here with
gstreamer 0.10.35.  The only "odd" think you mention is your bockbuild.  I have
no idea what that is, but it's likely that bockbuild or your packaging is to
blame.

Chance are you installed your package, noticed it didn't work, then installed
gstreamer by hand and noticed that it did work.  It's working because of that
file being executable and has nothing to do with the code.

I don't think this is a gstreamer bug.
