proposed patch for gst-plugins-good

This patch proposes a new debugging element, called "flags," that makes it
possible to manipulate flags on buffers.  I wrote it because I needed to a
stream of non-gap silence.  With this element, I can do that with

audiotestsrc wave=silence ! flags clear=gap
