Also, found a new pipeline which just doesn't work:
v4l2src ! video/x-raw-yuv, width=640, height=480 ! x264enc tune=zerolatency !
video/x-h264, stream-format=byte-stream, profile=constrained-baseline !
rtph264pay scan-mode=1 ! udpsink
