Did you try my patch in attachment #179691?

Yeah, but jitter should not cause glitches based on drift-tolerance; that's for
drift. Which is precisely my point.

The point is that you shouldn't need to configure it based the jitter. In fact,
no configuration value should cause such horrible glitches as they happen right
now. My patch improves that.
