The CELT codec is now deprecated, and "replaced" by the Opus codec (Opus is a
"dual" codec, consisting of CELT and SILK). All development is now going to
Opus, and not CELT.

The same latency issue is fixed in opusenc (see
https://bugzilla.gnome.org/show_bug.cgi?id=660999).
