Nobody is working on that yet so you could just propose patches against
libgstvideo that add a simple scaling API there.

Also I don't think anybody is planning on to work on a generic composition
element, it's only something nice to have but nobody has the time to do it :)
By using cairo (which unfortunately only supports (A)RGB currently) it should
be possible to create such a element quite fast though.
