collectpads2: avoid hanging in case of sparse newsegment event

This the (give or take) one-line patch to current GstCollectPads2 as alluded to
above that should have it handle less (than so far expected) newsegment events
as well.

AFAICS, should not have any negative side-effects, other than some extra cpu
cycles.
