If file has both LICENSE and TERMS_OF_USE tags, only one will be read.

This is true for all tags that have merge_func set to NULL (which means lots of
tags), even if GST_TAG_MERGE_APPEND is used.

>From looking at the code it seems that GST_TAG_MERGE_PREPEND will work,
however.
