 configure: bump GLib requirement to 2.31.14

It seems that the GLIB dependency in gstreamer (0.11 branch)  "2.31.10". But
that glib version has no definition of "g_array_set_clear_func()" which has
been using in gstquery.c .But  the latest versions (eg: 2.31.14) has it. 

Don't know whether "bump version" is the correct fix ! But it is working fine
for me(but still issue with doc generation in gstreamer building ). So
attaching it as single line  patch.
