Using decodebin2 makes it work for me:

gst-launch-0.10 filesrc location=spacedeb.mod ! decodebin2 ! audioconvert !
audioresample ! vorbisenc name=enc quality=.3 ! oggmux ! filesink
location=spacedeb.ogg
