If you say 'from tarball' you should specify that you are talking about a
tarball you created from git with 'make dist' and not an official release
tarball ;)

The doc tools should not error out in this case. I don't know why it errors out
on Fedora but not elsewhere, you need to ask the Fedora folks that. Maybe it's
something in the build/rpm environment?

It could and should still be fixed of course, but it should also be made not to
fail in this case.
