Why would you set the nominal bitrate of the stream ? That's completely
unrelated. I don't think you can have a generically useful value. Actually,
outside of simple scenarios, I see that thing being mostly useful in scenarios
where you have some algorithms/mecanism to determine some network bitrate to
enforce.
