I believe this bug may be fixed in the latest 1.0.x release.

Could you install:

  gstreamer1.0-tools gstreamer1.0-plugins-base gstreamer1.0-plugins-good
gstreamer1.0-pulseaudio

from https://launchpad.net/~gstreamer-developers/+archive/ppa (unless you're on
ubuntu raring) and then try:

 gst-launch-1.0 playbin uri='file:///path/to/foo.flac'
