In Pitivi, create a new project, save it as new.xges, close Pitivi. Run
bin/pitivi new.xges, notice ProjectManager._projectLoadedCb is not called (even
though self.current_project.connect("loaded", self._projectLoadedCb) has been
called).

It does work if the project has at least one imported file (even when the
timeline is empty).
