I was just going off what's been reported in the bug. Actually testing, with
git master, I can't see the problem:

gst-launch-1.0 audiotestsrc ! audioconvert ! audioresample ! volume ! voaacenc
! mpegtsmux ! fakesink silent=false -v |less

produces a stream with incrementing timestamps.

gst-launch-1.0 audiotestsrc ! audioconvert ! audioresample ! volume ! voaacenc
! fakesink silent=false -v |less

shows voaacenc putting out a nicely timestamped stream with pts == dts.
