I was affected by this issue as well. The change suggested by Thibault fixed
it, but the project in question was freshly created by Pitivi 0.92, which means
there's an actual bug here: Pitivi creates a project file with an incorrect
rate datatype in some cases. Unfortunately, I haven't been able to reproduce
the problem.
