The ARM backend (as opposed to the NEON backend) has very poor coverage of Orc
opcodes and features. I'm disabling it.
For Raspberry Pi, since Orc isn't producing any code at runtime, there isn't
any benefit to compiling GStreamer with Orc enabled. With Orc disabled, you'll
just get the orc-generated backup code that is shipped with tarballs.
