The rank was none(0). I changed it to GST_RANK_PRIMARY and now I see the
element getting initialized but ends up spinning in an endless loop.  This
happens right after the "caps before stream-start" error so it must be a side
effect of not setting up the caps correctly. 

How do I "let basetransform handle" the caps setting?  I am not setting the
caps explicitly although a create static pad templates for both src and sink
pads for the element.  Is this correct?
