Add streamid-demuxer element

I checked memory leak with valgrind, I updated some code changed to prevent
memory leak.
I used below command to check it.
=> make elements/streamiddemux.valgrind

GStreamer has detected that it is running inside valgrind.
It might now take different code paths to ease debugging.
Of course, this may also lead to different bugs.
Running suite(s): streamiddemux
100%: Checks: 2, Failures: 0, Errors: 0

I think that there is no memory leak.
