Move shared codes (i.e. create_src|sink_caps) to gstamc.c

This patch moves some shared codes(create_src|sink_caps) from gstamcvideodec,
gstamcvideoenc and gstamcaudiodec to gstamc.c

This patch merges commit 2b94641 "amcvideodec: Don't put the level restrictions
on the sinkpad caps"
