The following pipeline does not preroll:

gst-launch-1.0 playbin
uri=http://absolut.zogzog.org/share/samples/mkv/mohicans.mkv

This is because the first audio buffer is at 13 seconds, so the queues get
filled while prerolling. Could this be detected and fixed by sending a gap
event ?

Note that this bug happens both in push and pull mode.
