I am interested in this also - I think that this change is roughly what Olivier
was talking about on this thread

when it detects an image loss (note: gst-libav still doesn't do that)"

This adds GstForceKeyUnit events at image loss (as opposed to packet loss) -
isn't this the intention of GstForceKeyUnit.
