Just to clarify. The intent is to provide hints for the synchronization time
while not modifying the running-time.
It would only be extending code doing synchronization (i.e. go alongside the
places where we synchronize against running_time + latency) in sinks and other
objects.
Knowing if buffers/events correspond to the same moment still just use
running-time.
