gst-glib.m4: allow toggling cast check and assertions explicitly

The --enable-gobject-cast-checks and --enable-glib-asserts do not work with a
value of 'yes' or 'no', in spite what of the help string describes. The
attached patch fixes that.

Also, is there a reason why these options, in addition to --disable-debug, are
not available in gst-libav ?
