More complication: Sending chapters in-stream doesn't make any sense, because
of GstToc:

It looks like metadata should also be sent this way:

http://gstreamer.freedesktop.org/data/doc/gstreamer/head/gst-plugins-bad-libs/html/gst-plugins-bad-libs-Base-MPEG-TS-sections.html
