Make dashdemux fetch initial I frame from each segment

Attached is a proof-of-concept of I-frame based trickplay for dashdemux. 

The patch modifies dashdemux so that only the first 0.5 seconds (approximately)
of each segment is fetched when |rate| > 1.0.

Note that this patch was made before dashdemux was rebased on top of the new
adaptivedemux base class; but, as you'll see from the patch, the changes are
very small and self-contained.
