The rtpaux test is known to be a bit flaky, but I don't think this is what
you're hitting here.

It seems it's just relying unconditionally on being able to create
speexenc/dec.

I don't know why this would be a 'blocker' for you in any case; even if the
tests showed a real bug it's not much different from any of the other confirmed
bugs that sit in bugzilla really. And I don't think it's a regression from
1.4.4, is it?
